5. BRIEF FUNCTIONAL DESCRIPTION:
Balloon ML64A, a small red pilot balloon, is used to
determine the direction and speed of winds aloft and the
height of clouds up to 30,000 feet at night. The balloon
may be used when the-sky is partly cloudy with either a
blue or cloudy background or when conditions are in-
definite or changeable. Windspeed and wind direction are
determined by following the movement of the balloon
visually or with the aid of a theodolite and computing
the angular data received.
